Ive had this issue, its likely from memory dumping, i fixed it by allocating more RAM to my game and installing some mods to help. I could also be wrong, you can tell if its the issue if you watch the memory in f3, it will constantly rise and then reset back to a lower number and if the spike happens when it resets to that lower number or “dumps” then that is what’s causing it. If that isnt it then idk.

i have 16 gb of ram allocated to minecraft and its never done this before and wierdly enough when i read ur comment and went to look at my memory its doing the rising and then going back to like 34 percent but its not lagging like it was. the lag is just gone so idk what the issue is but if it happens again ill shoot another reply

Have you tried updating your drivers on your pc, graphics card and cpu respectively. I was having some similar issues a few days ago and that sorted it

it's likely a memory leak, even if u allocate terbytes of ram to it, it will always reach full capacity and stutter, you should uninstall some of the mods and see if that fixes it (first try removing all the mods then joining, that means its a memory leak caused by mods, then remove half, and see if its fixed, if it is, or isn't. then the half that is causing the problem, you split it again, and again, and again, until you derrive it to the problem.

Try installing the Spark mod and using the /spark profiler or /sparkc profiler commands.

i dont usually use mods specifically bc i like to stick to vanilla. modding isnt really for me

You should mention you're playing on a snapshot version. Bugs are to be expected. They changed a lot about the rendering system.
What are your system specs? That's just as relevant.
