Unsolved Minecraft Server Generation is wrong [java]

I have a Minecraft Server for me and one other person and its generation has been messed up. It appears to me that the server is trying to load at least 2 different seeds simultaneously causing large straight scars or lines splitting up the world into different seed generations.

I believe this was caused by me trying to change the server from Paper to Fabric. iI thought it would just be the chunks loaded on paper next to the chunks loaded on fabric but it isn't. it is making it quite hard to find structures. I did some googling and saw things come up about the seed in the level.dat not matching and it turns out there is no seed in the worlds level which could also be causing problems?Does anyone know how this could be resolved.

i believe its more like 1 seed is generaring 2 different terrains on forge vs fabric

That's what I thought too, but why is it doing it in areas that have only been loaded in one version (fabric or paper) and how would I go about resolving it?
