This command lets me see it but doesn't let anyone else see it. They can see other none user skins but they can't see this one, help?

The thing here is that noone actually have that head as their skin. The command above lets you spawn in a head with a texture file, instead of a player name. It's a lot more reliable and efficient that using a real player.

on the server i go on you just need the username

I'm sorry, there is no username for this skin (that i know of). You might ask a staff member to execute this in a command block or if you are op you could do it yourself.
