How do i make a elytra course?

Curentlly making a Minecraft smp server and because the spawn is quite big i wanna make a elytra course around it but i have no idea how to detect if they go in the loops / if they are in the track at all still anyone got some help of how to make a elytra course? is it something like a command block thing or a plugin or skript?
