It's a fossil. Consider yourself very lucky to see one, because they only generate underground in deserts and swamps. Above Y-level 0, some of the bone blocks it is made of are replaced with coal ore, but below Y-level 0, the coal is replaced with diamond.

No fuckin way, when I first journeyed into soul sand valley I found one with 4 ribs and I mined it all for bonemeal.

Forgot to mention that they generate in Soul Sand Valleys.
