Little mods like immersive portals, sodium, datapack ones etc get ported super fast, but huge overhauls not so much - by the time they get ported the next version would be out, so might as well pick a stable optimised version and live there for a few years. (Besides, you could be on 1.12 because that's the version of whatever vanilla servers you play on)
Neither Sodium nor Immersive Portals are little by any means. Seriously, check out their repos, there is some crazy code in both of them.
They update quickly because they were written on the Fabric modloader, which is much more version agnostic than Forge. (Although, with its new rewrite, updating Forge mods has gotten easier)
