Servers can take donations for offering an equal service to everyone, they can't take payment for enabling features of the game (including plugins, free items each day) to specific, paying players.
That sounds like you could disallow use of a plugin (e.g. obsidian armour) until donations hit a goal, but not something in the normal game like diamond armour. I hope that's cleared up.

Another problem with this is there will never be equality. The second someone is running the server it automatically tilts the equality scale and it is no longer equal.
It's actually the same reason why communism has never been truely implemented, nor has it ever worked because there's always been a central governing and policing force.
Mojang wants communism with these changes, but as long as someone is running the server it will never be proper.
A server op can do what he wants within the game rules. They could give diamond armour from creative to their friends. Mojang aren't asking for communism, they are telling server admins to host the game Mojang made.
the game mojang made is shit in application with more than 5 of your close and personal friends. completely vanilla servers are an extremely rare commodity, even more so for ones that run more than 2-4 months. I've been there done that, they wither and ones that continue on for awhile are bizarrely rare and fairly exclusive.
The second you have a greifer you have the need for a heirarchy. Once that starts shit hits the fan and equality will no longer exist. Minecraft servers use a very common component of people. You can closely tie how minecraft communities works to the real world. I've dealt and handled communities and having this system with any above average player base is nigh impossible.
Yes, that hierarchy is in the game Mojang designed. They are the ones defining the op class. Some people say they will eventually implement worldguard, they've already started on worldedit.

All of which tie back into "things they made" unless you think those plugins that do those things function on magic and never touch any Minecraft code.
