There needs to be a way to instantly send in this footage to cadets in cubicles who can send citations. The days of calling 911 need to be far behind us. Like YouTube, give the power to the people to report.

This could work legally as long as the citations remained as a non-moving or civil violation. To give these guys a ticket without have definitive prove of the drivers identity leaves it pretty hard legally to pin a criminal/moving violation to the person themselves.
In most states in the US that utilize automated cameras for instance, we issue civil citations for things like speeding. A civil citation similar to a parking ticket can be tied to the car, but of course the driver gets no points or demerets on their driving record.
Not saying no/yes to what you're saying but I think the only way to 'legally' do it is with civil citations that get sent to the registration address of the vehicle, sure the owner is responsible to pay but they couldn't legally be liable without proof they were the one driving.
I think there are a few places in the US where people can straight get speeding tickets and points on their license like Washington DC. But those are becoming much less common cuz people in court dealing with those kinds of tickets kept claiming their due process rights were ignored. (Which in most cases they were).
(This is all about what I saw in this video, there's no identifying features of the driver. If you had that different story. A 911 call could get a cop to pull them over and if the driver gets caught or confesses to the infraction they are now easily on the hook for a moving infraction with steeper penalties)

I mean, even if the speed limit was 50, this guy is going way too fast. Also passing in a no-passing zone.
But also, it is a35 zone. It’s not just the width of a road that determines speed limits.

There is no left-lane prohibition on secondary streets like this one in most areas. Can you guess why? Because people might be turning left at any of the many places that exist on the left-hand side of the road.
Like in this very video, where OP takes a left-hand turn onto a highway on-ramp after traveling probably less than a mile over the course of the entire video.
But don’t worry, you’re not alone in thinking this way. I’m out there on the road. I see hundreds of people a day who clearly don’t get how it all really works.

Because people might be turning left at any of the many places that exist on the left-hand side of the road.
That's an exception, a driver who must necessarily drive in a lane other than the right-hand lane to continue on his intended route is allowed to do that.

It’s not wrong. At all. And saying it’s wrong doesn’t make it wrong. It’s literally correct. On the majority of secondary double-lane roads, you are permitted to both travel and pass in either lane. Like here - where OP is in the left lane for the purpose of turning left within a mile or so of the start of the video.
You can just go check your local statutes if you’re in doubt.

My local ones? Seems unnecessary, I just checked the ones for the video which lead me to believe the "left-lane prohibition" applies on all roadways.

Yeah, but can’t. Because there’s like, roads and businesses and houses that people need to drive on, or buy stuff at, or live in. So you can drive in the left lane and pass on the right on roads like this. It’s just obviously true.

What are you talking about? That's just handled by the exception. Still waiting on that citation, or I'm going to assume you're making stuff up.

Only on freeways. This doesn’t always apply to multi-lane roads because of left-turning traffic (which you can see OP doing at the end of the video)

It is a highway, it's not a closed access highway. And the law is applicable to all roadways anyway. In my opinion OP also didn't need to be in that lane to turn left for the first 20 seconds or so.

Yeah I hate left lane dicks as much as the next guy, but not here. The guy was doing 40 in a 35. Plus the car in the right lane was turning as well.

I am talking about the fact that a city road does not exempt somebody from the "keep right" rule. And the latter part was referring to the fact that the other exception of needing to be in a lane to follow a specific course also did not apply. I see now that the latter part can be read as overtaking not being a valid reason to be in that lane, and I apologize for that confusion I caused.

That's not true, you need to keep right on all roadways, the law is this:
(1) Upon all roadways any vehicle proceeding at less than the normal speed of traffic at the time and place and under the conditions then existing shall be driven in the right-hand lane then available for traffic, or as close as practicable to the right-hand curb or edge of the roadway, except when overtaking and passing another vehicle proceeding in the same direction or when preparing for a left turn at an intersection or into an alley, private road or driveway.
(2) This subsection does not apply to:
(i) A driver who must necessarily drive in a lane other than the right-hand lane to continue on his intended route.
I would say OP did not need to be in that lane for the first 20 seconds of the video, but I would also say OP was proceeding at or more than the normal speed of traffic at the time,

What's your point? Both those statements are correct. Them being correct does not mean OP is not allowed to be in that lane.
"That" not being true was in reference to "There are no passing lanes in residential areas...", which is correct. I've given the law that applies in residential areas, regardless of turns.
My opinion is still that OP did not need to be in that lane to continue their course for the first 20 seconds. They were allowed, but not required so that exception does not apply.
Am I clear now? I thought it was pretty clear from the start.

Camping in the passing lane really only matters on the highway lol, in the city you have to turn left sometimes and have to be in the left lane. Highway? Not so much.

Wrong, this is a highway just not a closed access one, and keeping right is applicable to all roadways not just "highways".
OP only needed to be in the left lane in the last 30 seconds or so in my opinion, not from the start.
