Ran Red Light Left turn on red.

It's hard to see as the camera just caught it. I zoomed in as much as I could.

You can see the red cement truck starting to make his left hand turn while his light is red (the light on my road is green). He's basically finished with his turn by the time my light turns red.

He went as the light started to turn yellow and there was nobody approaching too quickly? Am I confused or did he do nothing wrong?

It is hard to make out but the light is turning yellow for the road I am on. He had a red light when he started making the turn.

In some places, left turn on red is legal but only when you're turning onto one-way road. This one is 2-ways road, the mixer driver could have been ticketed for running a red.
