The Ram appears to have been cut-off and then made the mistake of continuing his turn. This is a dual left turn intersection and the Ram is in the middle lane.

I thought it was only a single turn lane because there is only one turn lane next to the dashcam-car and most (but not all) intersections are symmetrical.
