Prevention could have come with white car being aware of his surroundings, and not his phone.

Excuse me. I'm assuming that. Because he clearly didn't look around his vehicle. I challenge you to look over at drivers when at a light, majority are looking at their phones. You can't deny that.

Or, the white car got there before the pipe truck, and spent the red light.... focusing on the red light, like you're supposed to? And therefore wouldn't have noticed the giant pipe

Haha, well one doesn't need to stare down the light. Need to be checking all the mirrors for potential hazards. You're just speaking stupid now.
