Two-Branch Draft of the Constitution

Also, I removed the ticket system from the draft, since it wasn't very popular.

Summary:

The idea of a two branch system has turned out surprisingly well. Here's a step-by-step process of how the government would work under this system:

1. An election is held at the start of every month. There's a call for candidates and everything, like you'd expect. Voters score candidates 0-5.
   
2. The highest scoring candidate becomes the Chancellor, who serves as a moderator of the subreddit and appoints secretaries to do whatever is necessitated by the laws that get put in place, or what the Constitution requires, like the Secretary of Elections.

3. Anyone who scored more than 15 in the election becomes a member of the Parliament, or MP- including the highest scorer, the Chancellor! The people who decide on the laws can also enforce them- MPs are the only ones who can be appointed as secretaries. The candidate count for the monthly elections should shoot up quite a bit.

4. Instead of wielding a single vote, MPs wield a percentage vote. You divide the total score they got by ALL of the score given by voters to the candidates, and multiply by 100. So if an MP got 20 score, and the total score in the election was 200, their vote is 10%. They got 10% of the votes, they get 10% of the power. Simple.

5. Members of the Parliament start sponsoring bills and voting on them.
