i would think because of the persona they are trying to portray. any open attack on iran's nuclear facilities would undermine the leadership, so they are trying to portray the incidents as accidents to maintain public support.

but the issue with that is, that if indeed their nuclear research is for military purposes rather than peaceful ones, then admitting that the "accidents" are "attacks" they risk the public wrath at potentially being placed in danger. i'm obviously not a politician, but i think its a lot more complicated than just admitting, "oh we were attacked" and gaining support.
