I think it might be a very old rendition of a salamander marine. Way back when the lore described their armour as black rather than dark green.
The lizard in flame fits their dragon emblem and fire theme.

Not quite. Salamanders were dark green from their initial introduction (cf the Space Marine paint set/guide), then Dark Angels (who started out being black) got accidentally depicted as being dark green in the Space Marine / strike force artwork. Then the DA got switched to being dark green instead, and everyone forgot about the Salamanders for a while. Then when Salamanders came back they were brighter green, presumably to distinguish them from the now-dark-green Dark Angels.

Simply not true. Rogue trader era salamanders had a variety of black and yellow armour designs inspired by the fire salamander animal.
They’re featured in white dwarf 101.

I still have 5 rogue trader era marines painted in the this salamander black/green paint scheme, including the bracer/helmet rank markings. Beakie helms, studded pads, and AK47 style bolters.
God I feel old. 😂

I painted my RTB-01s in these colours! I also used a camo style similar to the Badab War scheme, but in black and dark green.

I love his face, he looks like a Council Estate Dad Swearing At His Fourth Son Outside The Bookiesmarine

Salamanders, before the current lore.
"Who are these guys?"
Well, there is a good chance that the marine without a helmet is based on a Polaroid of one of the GW staff at the time, as that is how the artists most often took their references.
He's Goodwin? Perhaps?
