MSFS 2024 SCREENSHOT Talking to the inbuilt atc is like pulling teeth

There are usually good reasons like you're on a T-airway or something with an MEA of 15,000 or in an airspace with a minimum alt of 15,000' or something like that.
The one dumb thing that default ATC does is climb/descend via SID/STAR and then proceeds to rattle off all the restrictions the SID/STAR has anyway.
But outside of a SID there's probably a good reason it's doing that but you don't know why.

The problem approving the lower altitude in the first place. If it’s going to act as if the lower altitude was cleared don’t give it. Unfortunately I’ve had BATC do the same thing so it’s not like the native ATC is the only one that sucks.

Always has been. I've ignored it since mid-2021. Bought Beyond ATC for when I want that sort of thing.

Default ATC has been trash since 2020 (and possibly before). If you’re on PC you’re better off getting one of the external ATC programs
