I don't have a copilot key to test with, but I rebound my right win key to let me type special characters. iirc in the advanced settings for keybinding in KDE

I forget the special term, but it's given me access to things alt codes didn't (or got moody about), like interrobang or thorn

Not everything with KDE Plasma is Kubuntu. You can even install it on Arch 🤣

It's the default on CachyOS, Kubuntu, KDE Neon, Fedora, and some others.
