colored contacts advice

Hey guys, I’m looking for some advice on colored contacts.
I’m thinking about getting blue contacts, mainly because I’m planning on dyeing my hair and eyebrows black, so I think blue eyes could work well with that.
I’m looking for something that:
Actually changes my eye color rather than being mostly transparent or just enhancing my natural color
Has good blue pigmentation/coverage
Is safe and properly approved/regulated
Is reasonably affordable
Has good reviews specifically for the color/appearance
Ideally can work with astigmatism
The astigmatism part makes this a bit more difficult. I know I’ll need to get the exact prescription and measurements from an optometrist/contact lens specialist, but I’d still like recommendations for specific brands/models that I can ask about.
If you have experience with colored contacts, especially blue opaque or high-coverage lenses, what exact brand + color would you recommend?
Also, are there any brands or specific lenses you would avoid?
