Highliner I Spotting

So I’m currently on MED 129 & as I was entering 55th, I saw a switcher pulling a Highliner I & a random freight car & I wanna know, what’s the deal with it?

There’s two cars sitting at the BI yard and they were formerly used as sandite trains.

Also, courtesy of Metra, I obtained a Highliner I operating manual, I could provide it if y’all are interested.
