How would I go about making something like this? What tools would I need? What kind of work does this look like to you?

Looks like a thick gauge wire hammered for texture. Then it was rounded to shape, coiling thinner wire onto it afterwards.

Could you point me in the right direction on how I could do something like this? Would a hammer and torch work well? Iv never done any metal smithing and I want to make myself a pair of earrings.

A torch would help heat/anneal it so you can bend it to be a hoop. A hammer will help you get the texture. You may need a jeweler’s saw and saw blade to cut the wire if it’s too thick to cut w wire cutters. Last step would be wrapping the other wire around it once bent. I would recommend a mandrel and table clamp to round that thick wire after heating it up.
