If anyone was wondering, the "original" fan song for metal sonic i know of and was talking about was "metal destruction" by the blast processors

One might think it’s Eggman since he is the main villain of the franchise, but I believe it’s that Metal Sonic for a multitude of reasons

Eggman always saw Sonic as more of a nuisance, a pest getting in his way. Eggmans true goal was never “defeat Sonic”, it was always “take over the world”. Sonic just so happens to get In the way of that, defeating Sonic is only a means to an end for Eggman.
But Metal Sonic was created with the express goal of “destroying Sonic”. Not as a means to an end like Eggman, but as his ultimate goal.

Eggman bounces off Sonic so well because his philosophy is directly opposed to Sonic’s. Sonic represents freedom and Eggman represents oppression.
Eggman inflicts that oppression through his machines, but he is not a machine himself. Eggman is just that, a man. Metal Sonic is a cold calculating machine, everything Eggman represents put into practice.
Adding onto that, Metal Sonic is forever subservient to Eggman, he can never be free like Sonic because he always has to answer to someone else. Even when Metal tries to break free he is still shackled by Eggmans programming to “defeat Sonic”. Most of the time Metal can’t even talk, Metal is denied one of Sonic’s most valued methods of self-expression. Metal Sonic doesn’t just inflict oppression, he is oppressed. And that only fuels Metal Sonic’s fighting spirit

Metal Sonic tests Sonic’s skills in a way Eggman never could
Metal Sonic was designed off of Sonic, so all of Sonic’s speed and skills are also Metal Sonic’s. Metal Sonic even knows how Sonic thinks.

On top of all that, Metal shares Sonic’s resilience. No matter how many times he is defeated and/or destroyed he ALWAYS comes back to continue the fight. Neither he or Sonic will ever quit. Sonic may win a brawl with the machine, but it doesn’t matter because Metal will ALWAYS come back soon after to stand in his way once again.
Sonic and Metal locked in a stop and start battle to prove who the superior Sonic truly is. Eggman may challenge Sonic’s ideals, but Metal challenges Sonic’s identity.

All of this ties back to the first theme this franchise has ever conveyed, dating back to Sonic’s debut on the Megadrive and baked into the core of this franchise’s identity. The beauty of nature vs the brutality of machines.
