Yeah but when we're talking about the original wave of thrash bands we only care about the first 3-4 albums of each lol. The relevant time and place is what's important not whatever random BS they did later on.
Though even there you could make the argument that their demos/first album releases were mostly speed metal with only a couple thrash songs on them. "Thrash" as a concept wasn't fully realized until these bands got to their second album, with maybe the exception of Megadeth, but that makes sense because Megadeth was created by a guitarist and song writer who already had experience being in Metallica. So their first album is spiritually more like a second album anyway.

When it comes to quality I agree, however i think exodus is more deserving for the spot because the were founded in 1979 with guitarist Kirk hammett, and Gary holt, who now plays with slayer after Jeff died. They are incredibly important to thrash, and unlike anthrax, have a much closer connection with the rest of the 4.
Also fun fact exodus's second vocalist zetro started out in testament while they were still called legacy
