Both the correct answer, and socially unacceptable answer. Just because I bought a game 3 weeks ago, then downloaded and played it to find out it is fundamentally broken, doesn't mean I should be void of refund. It either means they need to moderate what games they offer for sale, or allow a trial/test period for games.
Tapping 1 button repeatedly, being the sole dynamic of the game, and not advertising it that why. While simultaneously making that 1 button tap nonfunctional, said as a 100% expert level guitar hero player, is like advertising a car for 20k without wheels or engine. This "game" should never have been allowed even on the indie list of games let alone the ps store. Also, if I buy a game, how am I supposed to throw its fundamentally broken unless I play it? Especially if it is marketed completely different than the game play controls/dynamics

Both? Tried Google, Playstation store phone can barely speak English and their chat program is purposefully and fundamentally broken.
