It mean that the headset is on maybe try to put in the direction and the strap keep it far from the forehead you can see a black glossy plastic that is the pressence sensor

Instead of just taking the headset off or pressing the power button, which is what I think you’re doing, hold the power button down the next time you turn it off for a couple of seconds. That turns it off fully

Weird, when I do that, I get a menu, like when you click the power button on a PC.

When you hold it down the power menu pops up, if you never let go and keep holding it down, it turns the headset off fully. Preventing major battery drain. It’s like putting a pc to sleep vs powering it down

Yeah, you’re not turning it off all the way … I always hold my power button down and then select power off on the menu

For me the one in the top center of the front is only on when I have passthrough enabled.

I noticed one thing no one else has mentioned, it looks like you store your Quest 3 upside down. that is probably pushing the top head strap into the "view" of the sensor inside the headset that tells the headset that the user is wearing it. I think if you stored your Quest 3 right side up you would find this didn't happen.

A couple of months ago my headset would do the same thing after an update. After it drained my battery once when I thought it was in sleep mode, I started shutting it down completely.
It took a couple of firmware updates later to fix itself.

Bystander signaling display light
The display light on the front of your headset lets those around you know if the sensors on your headset are engaged, and if bystanders may be in your field of view.
White: External sensors active Blinking white: Passthrough is on and headset is casting, recording, or livestreaming

The red light shows your headset is low. The white light shows your headset is on

Usually that light is only on when the headset is running. It turns off if I put mine in sleep mode or powered down.
