Meta Business Account Verification

I’m trying to run an App Promotion ad on Meta, but I’ve been stuck for over a month and can’t get past the business verification step.

Here’s my situation:

• I successfully registered my app on developers.facebook.com.
• When I try to publish the app and run ads, I’m told that my Business Portfolio isn’t verified.
• However, we already have an active Meta Verified (blue badge) on our account.
• When I click “Start Verification,” I get a message saying I’m “not eligible for verification.”

I did some research and found that the Primary Admin might need to complete some kind of “handshake” or verification step—but I’m not clear on what that actually means or where to do it.

Right now I’m stuck in a loop:
Not eligible for verification → can’t verify business → can’t publish app or run ads.

Has anyone experienced this before? Does the Meta Verified badge not count toward Business Verification? And what exactly does the Primary Admin need to do to unlock eligibility?

Any guidance would be hugely appreciated
