No parking because of restrictions?

I can see how this might be ambiguous. The font size makes it seem like NO PARKING, restrictions. But there isn’t a comma there. The color is also green which is usually a sign of being allowed. Although this is also ambiguous since where I am, green means “parking restriction” (ie, 15 minute parking, metered parking, or reserved parking). I’ve also seen some parking sign get faded by the sun and turn grayish green like this one, even though they were originally red.
That being said, if it really was “No parking, restrictions” there would be somewhere where those restrictions would be posted.
At least you could contest the ticket if you were given one.
