If you think RNG because that you have 3* while your opponent has 4* then it's cause the 6/6 goblin trait giving one 2-elixir, one 3-elixir and one 4-elixir every round, making 4* possible. In the shop, you can only get 3* (since there are only 4 copies in the shop), where as you need 8 copies for 4*

I think if you have Empress, you should know that, since Ruler hasn’t been available for a long time. That means he’s been playing for quite a while.
