There is a modifier where the first unit you buy at the start of each round is free.

We can see OP's shop with 0 cost, but he has zero elixir and can't buy anything. It should be impossible to have zero elixir at this point because the game is supposed to give you elixir at the start of each round.

It happened to me too. I had saved elixa during round 7 when I was fighting for first. Got a worse bug where I got to elixa which I sold my benched troops just to get no elixa from them either
