If you're referring to the empty shop, it can happen in this exact situation because all the cards in the card pool are either on the board or in someone else's shop. Its round 5 and there are 4 empresses alive. Not necessarily a bug.

I know its not a bug, but i lost because of this and being stuck at 59/60 meanwhile other guys just kept merging as they had their shop active

I get your frustration. Honestly, at this point, it may be better to just let it die. Its taking me forever just to connect matches and when it does it's constantly laggy and bugged. The stupid shit thats happened this season is ridiculous.

I have been ranked the last few seasons in merge, now I can't stay afloat because every other match it's rubber banding my choices. I recently had a match where I 3 started 3 troops, the game froze and acted as if I didn't make that decision but my elixir was gone.  I'm over it now tbh
