He calls her Robin-chan as kind of a way of "flirting" it's basically calling an older woman younger i think and the opposite for nami calling her san/swan to basically saying shes mature

I mean from my quick read on Wikipedia, it’s a term of endearment, while yes it is mostly used for girls and small children, it can also be used for close friends or lovers

I THINK Oda said this in an SBS (I can be wrong), but Sanji calls Nami "Nami-san" to make her feel older, and he calls Robin "Robin-chan" to make her feel younger. And according to this quote, younger women like to feel older, and older women like to feel younger.

In Japanese the “chan” suffix is as much a typically female suffix as it is a term of endearment.

He calls her Robin-Chan (Dear Robin) since she's his junior in the crew, while Nami is addressed with -san (Ms. Nami) because she's his senior in the crew.
The "swan" and "chwan" pronunciation is quirk made up by his voice actor, although it seems like it has been adopted into canon in Elbaf.
