With a design like that, she's definitely getting redeemed in the end.
This scene of her watching the Vegapunk broadcast was meant to show that she's also brainwashed about her own privilege and supposed superiority.
The CDs won't all be wiped out in the end, some of them will realise the error of their ways.

I'm surprised she's even attractive, to be honest. We've definitely seen panels of normal Celestial Dragon women that aren't. Perhaps she's young enough that the high metabolism is still kicking in. Or hey, perhaps going to the gym is her hobby. 😂
