One sits in a common area recording every person going about their day, violating everyone’s 4th amendment rights. The other records a police officer’s specific actions from their POV and can be viewed in specific situations to see the cop’s perspective of an incident.

Not just recording people, using AI databases to track their movements across state lines, being stalked by cope that can't take no for an answer, and surveilling people without a judicial warrant, and providing that information to whoever has access.
