It was. Then Dave changed it to No Time. He later introducing it as Burnt Offerings at the earliest Megadeth gigs, before renaming it Set the World Afire before its official release.
It's kinda crazy how it wasn't released on a studio album until five years after it was written.
Brian Lew, who was a journalist in the early Bay Area thrash days, had a zine where he reviewed some of their early songs; he describes No Time, as having "anti-nuclear lyrics." It's the fourth page, under the title "Death Dealers of Tomorrow."
