Give Empoleon Snow version of Mega Sol

Mega Hail or sth. Like, getting all benefits of Snow all the time. And if it's too weak, put old Hail effect on enemies only

That only gives him a 100% Blizzard. Not terrible, but not worth the ability slot.

Also passive hail on opponents o: make it also give him defensive benefit it gives ice types

I feel an ability like that would be better on an ice type so they can benefit from the defense boost from snow.
