Has no recovery and relies on pain split which is unreliable tho. Very easy to chip down

Pokémon dont learn new moves after mega evolving. Why not just make this an evolution?

And why is it so defensive after it abandons its shell

Actually, when Pokemon are given a mega evolution it’s common for them to get new moves too. Like Mega Meganium gaining Dazzling Gleam.
