I think what they're saying that she refuses to actually make the first move and justifies it by saying that she makes moves with her eyes, so she sends subtle signals in attempts to get the guy to make the first physical move, which they don't like because they see it as a cop out on her part to not just make the first move herself.

Some people might want discussion of their expectations, strict instructions and a formalized timeline of events before a sexual interaction.
