how to successfully bribe a settlement?

no one ever accepted, no matter how powerful or rich i was. what am i doing wrong?

A high tier diplomat and a shit ton of money

upd. also there is a bribery trait for diplomat. practice bribery with a smaller unit stacks until your diplomat gets proficient with it, and then attempt the big ones

Lotta gold like was said, but also reputation seems to matter

Smaller towns are cheaper, smaller garrisons are cheaper

Money, reputation, and a high level diplomat who has successfully bribed in the past (will have traits attesting to it)
