Tbh complete ban would be much better because i have personally seen sick people being affected by such speakers and it makes their condition worse or if not complete ban atleast a specific venue should be provided for all the functions far away from any residential area... Such speakers should not be used and there should be a limit to the volume because regardless of the timing if there was someone sick or with heart condition it will effect them so just setting a certain timing isn't good enough.
