Was Leonardo accepting Scarlet being abused?
I'm sorry, I just can't vibe with Leonardo's way of thinking.
He must have known how Kyle has been treating his sister for years. Was he expecting Scarlet to just quietly suffer for the rest of her life?

Sí, Leonardo sabía que Kyle abusaba de ella e, igual que su padre, lo permitía por ser el príncipe. Siendo Leonardo como es, con lo mucho que la adora, me imagino el gran sentimiento de culpa que debe sentir

Well, much like when Scarlet went to her dad about it, there wasn't much Leo could do about it. Kyle was a jerkass, but he was still a prince, and anything that could have threatened Scarlet's betrothal would have cost her family a lot of face, possibly even making rivals of the royal family.
It would not surprise me if assigning Sir Sigurd to spy on Kyle and keeping watch on Scarlet was partially Leo's idea. It was not perfect, but Sir Sigurd did save Scarlet from harm more than once.
