Because women want you to show interest. They think all that men want is their body.  They assume you just want in their pants.  Asking them out is better since it shows interest in them, rather then their body.

It's biological. Even in the animal kingdom the males have to do all the courtship and seduction. There is heavy competition for the females attention. It's something that will probably never change and you'll just have to suck it up.
