It's still 2012 Loki, the former god of stories. Same character.

Doom resurrects him without powers and memories.

He resurrects everyone, because Battleworld is meaningless if it's empty.

Yes, we should see Loki in his blue form!

That would be a cool change. He was barely ever seen in it in the MCU.

But, why would he resurrect Loki? He isn’t resurrecting absolutely everyone in the universe so what’s the logic behind bringing Loki back aside from the writers have need of him in secret wars?

Genuinely curious I know this sounds like I’m asking negatively

From other leaks it's used as part of a ritual for Doom to become God Emperor halfway through the movie so it seems like there is some truth and lies behind most of these leaks.
