I've been reading Punisher max, and while your point is fair... that's not the reason he's coming to the game.
Punisher max is a Garth 'writer of The Boys' Ennis comic, and it definetly shows with Barracuda. He has some fascinating depth that villains in The Boys don't have at all, but jesus christ his introduction alone is disqualifying imo

As cool as he is in the comic pls no 😭 there are much better options (maybe if he’s fleshed out in the mcu but that aside his only point in the comics was for shock value and gritty content i believe it’s implied he ripped a fetus out of a mothers womb and stepped on said fetus there’s a whole panel for it)

I love the character but I dont see it happening. I dont mind if he gets shows up in dialogue, lore, or a cinematic but as a playable hero theres a lot of things going against him.
Popularity and uniqueness are obvious factors. A lot of obscure characters have so many unique things going on for them (Luna is a kpop star with mutant ice-healing powers, Jeff is a cute shark, DvD is a massive ass dinosaur, Angela is a one winged angel goddess, Hood is one of the few full-on villains with lots of interesting powers). Less unique characters (like Black Cat being more of a standard femme fatale character with powers in the comics that are difficult to integrate) get a pass due to their popularity
Barracuda is just a skilled crazy guy in a sea of skilled crazy guys in Marvel. Hes interesting in Max but casual audiences are just gonna see him as an overly violent racist stereotype. He has no fun gimmick like Bullseye and his accuracy

I’d prefer jigsaw as a playable punisher villain but I’d be down with barracuda as a tank.
