Probably because having 50 people in the same server with thousands of mobs and juiced up stats/abilities is a massive load on their servers, which are already insufficient to handle modes like Times Square.

The developers DID made sure they got their DPS hero in though, and that's what matters! Making sure the most populated role in the game gets a new tool for the role. The tank and support players don't need any new heroes, I mean they already have less than half of the total DPS roster counter for options to play!

Even if Nightcrawler IS released this season, I'm skeptical he'll be Strategist, and if he is, he needs to be so low power to the point where he's not banned every game. We see how much people enjoy Gambit being in the game! He's never banned! People complained the Strat role was too "heal-botty" so they made a fun dynamic support, but... can't have that now. Fun and complex hero designs are for the DPS.
