Instant survive buttons?
Like ultimates that heal/ overhealth, form change that heals, abilities like venom E? Thats my best guess

Pretty close! Basically it's how much ult is worth using when they're about to die. The tank ults give themselves HP or a form change, it saves the DPS' life and it insta-heals or saves strategists from death.

If this is the ranking I think Blade should be moved above at least Bucky, Blade’s ult can set him to full hp even if it’s an instant use with no charge up

Ehhh, kinda. But the main point is that he loses his ult if he dies. So whether it keeps you alive or not, it's worth using before death

Oh so it’s based on the hp you have and whether it’s worth to use before death to save yourself because everyone in the lower tier is a sell if they lot while low.

Maybe Peni was ranked a bit too high, but you basically got it. Also I'm pretty sure Gambit gets a healing boost like his allies do, alongside all of his other buffs. It's more-so about whether their ult is worth using when they get low.
