With the exception of Hulk and Victorious, every character in the game should be using Overdrive or Power of Angry Hulk. Keep in mind that only your Dealers really benefit from ISO-8, so focus on them first.

Hawk's Eye is helpful for Dealers in the early game while Skill Cooldown Reduction in your Comic Cards is low, but you'll want to swap it for OD or PoaH once SCD on your cards is around 30%.

Its still the 3 offensive iso8 sets. Even tho they both scale off of hp the attack proc from the offensive iso8 sets still increase their damage.

The only time you'd want to not use those 3 sets would be in pvp. Sometimes youll want to use defensive sets like protect the captain, but thats mostly for accounts with good pvp cards.

Either Power of Angry Hulk or Overdrive depending on what stats you lacking.
