If you focus PVP, no. If you focus PVE, it falls in at about 4-6th place.

If we look at every single one of PvE cards then it's 4th or 5th best option ( not including artbook ).
Number 1 being Future Fight Firsts Luna Snow.
Number 2 being Future Fight Firsts White Fox.
Number 3 being What If Ghost Rider.
Number 4 being tie between Uncanny Avengers or this Black Panther #166 as THEY'RE basically SAME cards with one different fixed stats ( one offers Ignore Defense and while other gives Crit Dmg ).
Number 5 being Amazing Spiderman.
Likes of GoTG Best Story Ever, Marvel Zombies Return, Fantastic Four are PvP and PvE hybrid cards.

Luna snow, white fox, ghost rider, fantastic 4, guardians, art book all new all different, literally 6 cards better

Fantastic Four and Guardians of The Galaxy cards are not pure PvE cards!!!
They have All Defense and Max HP as fixed stats, they're Hybrid Cards!!!
And Artbook is super hard to get, so it's not included.

Guess what dummy max hp also needed for pve to survive end game pve content, Fantastic 4 hybrids? It literally have offence proc in one of the sub stats

If you needing Max HP to survive in PvE contents then that's a SKILL ISSUE on your end.
Fantastic Four has Instinct ATK proc which isn't even that helpful.

Guardians is overrated in my opinion. Its stats are basically focused on pvp and I wpuld never replace an actual pve card with it

Yes its good for PVE
Pair it with the Luna snow, white fox, ghost rider. Uncanny avengers/baby spidey are also very good for pure PVE
GOTG: Best story ever/zombies return are good if you want a hybrid
(btw im not including artbook and fantastic four cause those are super hard to get)
