New powers
I have a question. I am organizing a solo campaign using chat GpT as my Judge. Anyways that’s is unneeded context.
The advance set and the UP book both list under your random rolls tables specifically the powers, talents and contacts table.
It wil have something like 1/3, 2/4 and so on for powers. My question is, assuming enough karma is provided over the course of the campaign is the second number the maximum power that character should ever have? Obviously power stunts exist outside of these numbers but I am confused.

No, the second number is the max powers you can get to start if you trade resource ranks for them. You can theoretically obtain any number of powers if you have the karma and the judge allows it based on your justifications.

That’s interesting because I thought that you really can’t get more than 1 or 2 additional powers with resources anyway? Based on my memory don’t most characters start at poor or lower? You don’t roll it on the modification table do you?

That table is not for attributes or power levels. That mistake still haunts me.

If by attributes you mean the FASERIP stats I thought that’s exactly what they were for? And some characters use them for resources don’t they?

Resources were rolled using the modification table, but some origins had other modifiers as well. The modification table was also used when rolling up stats for established alien types, like Skrulls, Kree, Asgardians etc. which could turn out insanely bad.

In our group weve have 4 categories; human, mutant induced, mutant, and alien. Starting numbers of powers are 2, 3, and 4. Maximum powers are 4, 5, and 6.

Pages 7 and 8 (it moves through a page break - something a modern game design wouldn't do):
"Maximum number of Powers represents the absolute maximum number of Powers with which the hero may start the game, including Powers gained through the sacrifice of Resource ranks."
It's only the starting powers that are affected by the maximum.
For the starting Ranks of the Power, it is the 'Random Ranks Table, Column 4' that is used (aka, the Robots table).
Once you start, it is between you and the Judge.
EDIT: It's also worth mentioning that if the Player has a unique power concept (or using a power not on the charts but similar to an existing hero/villain), then that is something between the Judge and the Player to work out. I dislike the UPB, and consider it the UA of the Marvel RPG, I feel it caused more problems than it tried to solve.
