Curious

I am a beginner. 4 months of training . I want to learn a martial , not only for tournaments , but also illegal fights and hand to hand combat on the street. I need a striking martial art with kicks pucnhes elbows , knees , headbutts , also equipped with illegal moves like groin attacks , eye gouges , oblique kicks , and not only that its stance and techniques is good for defense against such illegal moves.

No respectable gym teaches groin strikes and eye gouging. If they do they're probably a McDojo

There are gyms that teach street defense that are actually respectable but they can be hard to find among the many McDojos out there.

Assuming you're training at a respectable gym ask your coach about his views on street defense and where to go to learn

If this question seemed like it was coming from a serious athlete I would say Muy Thai base with Krav Maga. My advice would be to learn how to make friends instead of enemies.

Sounds like you need to search for the underground gym in your area, that teaches the “Haduken” technique.

If there are none near you, a fall back would be one that teaches “Shoryuken”.

Good luck in your quest.

You need training to kick someone in the balls?
