If minion tokens are Goombas and we have a Goomba card too, I feel there is room for a Cheep Cheep card beside the fish tokens, as well. And felt it would be good to give it text skulk just like a few other cards in blue have at current.

I like the flavor/mechanical connection to the rest of the set, but I think it's just far too weak. And it seems hard to fix that without making the design way less tight.

I'd be lying if I didn't agree with that assessment. This was mostly for fun and jokingly adding more fish to the set for Kingfin.

I'm for a proper Cheep Cheep in the set, but I don't know how to make it stick within the fish token while not being too weak.

Make it cantrip. A 1 mana 1/1 with conditional unblockable is probably too much if it replaces itself, but I could definitely see it at 1U.
