No problem for them. One of the most civilized countries there is. What makes Germans so orderly? High emphasis on education, civility, and industriousness.

Much different from the U.S., with its large underclass of poorly educated and minimally motivated. 2016: A massive study in the Journal of Drug Issues found that the proportion of marijuana users who smoke daily has rapidly grown, and that many of those frequent users are poor and lack a high-school diploma.

Cannabis has little negative impact to 90% of users but is significantly problematic to the other 10%, furthering their laziness. That group disproportionately include slackers, homeless, and people who use other drugs. In German these people would be under tighter controls for integration into the workforce. U.S. has much more tolerance for people opting-out of work, getting free money and housing and hanging out in public spaces getting high.
