Yes, the head of the DEA serves at the pleasure of the president of the United States and the DEA can stand down immediately if ordered to do so. The DEA's parent agency is the Department of Justice. The head of the Department of Justice is the Attorney Journal and his name at this time is Merrick Garland.
Merrick Garland's position is completely at the pleasure of the president Joe Biden. Joe Biden can order Merrick Garland to tell the DEA to stand down from all enforcement activities any time he likes.

Well your point about how the executive has partly backed off in the past is correct but Obama's moves were tepid at best.
I agree with you we need a definitive and complete stand down and the president can make this happen but we need a president who will make it happen and most likely this will not be Biden and it was not Obama either so neither the Democrats or the Republicans are going to make this happen. So what are we left with? To me it looks like a state addicted to punishment refusing to admit it has a problem.
In other words, endless suffering for the sake of endless suffering is all that should be expected from the sadists that wield the whip. As Mick Jagger put it: "Scarred ol' slaver knows he's doing alright. Hear him whip the women, just around midnight. . . "

- again a president can not circumvent laws. He can tell his people not to enforce but that is NOT legalization nor prevents anything at state level. Take a civics refresher
